Managing For Results (MFR)

Maryland Managing for Results (MFR) is a strategic planning, performance measurement, and budgeting process that emphasizes use of resources to achieve measurable results, accountability, efficiency, and continuous improvement in State government programs.

Managing for Results is linked to the State budget process and decision making. The Department of Budget and Management requires agencies to submit with their annual budget requests their overall agency missions, visions, key goals and performance measures, as well as the missions, goals, objectives and performance measures for every program in their agencies. The Office of Budget Analysis in the Department of Budget and Management reviews agency submissions based on established criteria, and considers the content of the submissions when making budgetary decisions. The Department of Budget and Management also monitors results in key performance areas to assess the progress that State government is making in addressing key policy issues and efficiently solving problems that confront the State.

Strategic Plan

In 2006, Governor Martin O’Malley ran for office with a commitment to make government work again for the people of our State.  Since then, Governor O’Malley has instituted StateStat – a system of performance-based management – to make our State government more accountable and efficient.  Governor O’Malley created the Delivery Unit as an extension of StateStat to work with State agencies to align State and Federal resources around 15 strategic and visionary goals to improve the quality of life in Maryland.  The goals are broadly categorized into four key areas – skills, security, sustainability, and health – reflecting the challenges and opportunities we face as a state in the 21st Century.  The ODHH Five-Year Strategic Plan was designed with these four key areas in mind.

This Strategic Plan responds to information collected over the span of two years, including feedback from town hall meetings, input from Maryland-based advocacy organizations, advice from the Maryland Advisory Council on the Deaf and Hard of Hearing, and over 1,000 constituent contacts and requests for trainings received by the Office.  In order to execute programs already in place while maintaining the flexibility necessary to engage in new projects, ODHH has established five broad focus areas: training, program and policy development, information and referral, outreach, and information collection. Under these five focus areas, ODHH provides support to State and local government agencies, as well as community stakeholders and constituents. This Strategic Plan is designed to guide the Office in determining resources allocated to each of these agencies and constituent populations.

Preparing for Hurricane Irene - September is Hurricane Preparedness Month

With earthquakes and hurricanes threatening the east coast, National Preparedness Month (NPM) could not come at a better time. The eighth annual NPM's theme will be "A Time to Remember. A Time to Prepare." The campaign seeks to transform awareness into action by encouraging all Americans to take the necessary steps to ensure that their homes, workplaces and communities are prepared for disasters and emergencies of all kinds.
